SABRETOOTH WAS DRAFTED INTO X-FACTOR — WITH A COLLAR WIRED TO FRY HIS BRAIN STEM!
The Featured Fact

Victor Creed has been captured plenty of times, but only once did the United States government look at its prisoner and see a recruit. After the X-Men incapacitated him, Creed was handed over to Dr. Valerie Cooper and hauled to a federal research facility beneath Washington, D.C., where the technicians were waiting with jewellery of a very particular kind.

In X-Factor vol. 1 #120 (1996), the device fitted around his neck was billed as a breakthrough restraining collar: it continuously measured his adrenaline output, his brain activity, and his distance from a designated target. If Sabretooth aimed his rage at anyone else — a teammate, say — the collar answered with an electric blast focused straight at his brain stem, producing a complete and exquisitely painful neural shutdown.

The collar was only half the insult. Cooper, who would happily have seen Creed put down, then learned the orders from above: the most prolific murderer in the mutant world was to be turned over to her government-sponsored X-Factor as a tracker and teammate, debuting alongside them in X-Factor vol. 1 #122–123. What nobody told Cooper was that Creed had simultaneously been recruited as a sleeper for the government's Hound Program, tasked with executing his own teammates the moment Washington decided it could no longer control them.

Why It's Obscure

Washington looked at a feral serial killer and saw a staffing solution — then hedged the bet by making him the team's executioner too.

The Leash
The collar read his body like a dashboard: heart racing toward the wrong target meant a lightning bolt to the brain stem, a punishment calibrated to a man whose healing factor could survive almost anything else.
The Sleeper
Creed's X-Factor badge came with a secret second job description. He eventually slipped the leash anyway, attacked the very teammates he had been ordered to shadow, and went back to mercenary work.
