Halfworld, out in the Keystone Quadrant, was never a planet of talking animals by nature. It began as a colony world set aside for the mentally ill — the patients everyone back home called the Loonies — and when the founders departed, they left an army of robot stewards behind to feed, guard and look after the settlement.
A nearby star going nova scrambled that arrangement: the radiation woke the robots into sentience, and the newly self-aware machines resented spending eternity as orderlies. Their solution was genetic engineering. The ordinary animals kept as companions for the patients were rebuilt — given human-level intelligence, speech and upright, bipedal bodies — specifically so they could take over the caretaking work.
That is the job Rocket was made for. In Rocket Raccoon vol. 1 #1–4 (1985), by Bill Mantlo and Mike Mignola, he serves as Halfworld's chief law officer, crewing the Rack 'n' Ruin with his first mate Wal Rus and fighting for his otter sweetheart Lylla — a ranger on staff at an asylum planet, decades before he ever pointed a gun at a galactic empire.
Why It's Obscure
The Guardians' weapons expert started his career as support staff — uplifted, uniformed, and assigned a ward.
