The most audacious costume change of Raven Darkhölme’s career involved no shapeshifting whatsoever: she volunteered. Facing a rising tide of anti-mutant hysteria, Mystique walked her Brotherhood of Mutants into the office of National Security Advisor Valerie Cooper and offered the team’s services to the United States government — in exchange for full pardons for every crime on their record.
Washington accepted, with one examination first: prove the loyalty by arresting Magneto, the Brotherhood’s own founder. Renamed Freedom Force, with the sorceress Spiral added to the roster, Mystique’s crew attacked Magneto at a Holocaust remembrance ceremony in Uncanny X-Men Vol. 1 #199 (1985). The X-Men won the fight, yet Magneto surrendered to Freedom Force anyway, and the pardons were earned.
The rebrand stuck for years. A federal strike team built from Destiny, Pyro, Avalanche, Blob and later Spider-Woman took government orders to hunt the very mutants Mystique had once recruited people to liberate, and the woman who had spent a century as public enemy became, on paper, an instrument of the state she had robbed blind.
Why It's Obscure
A terrorist walked into a federal office, asked for a pardon, and walked out leading Washington’s own mutant hit squad.
