BISHOP JOINED A UN-BACKED X.S.E. IN THE PRESENT — THE SAME INITIALS AS THE FORCE THAT RAISED HIM IN THE FUTURE!
The Featured Fact

Lucas Bishop grew up policing mutants for Xavier's Security Enforcers, the X.S.E. of his camp-scarred future on Earth-1191, so the offer Storm laid before her splinter team in X-Treme X-Men #40 (2004) must have rung like an echo. She had negotiated United Nations backing for a present-day mutant police force with legal authority to intervene in mutant flashpoints anywhere on Earth, and she intended to call it the X-Treme Sanctions Executive — X.S.E. for short.

The squad debuted in Uncanny X-Men Vol. 1 #445 (2004) with Bishop serving beside Storm, Sage, Cannonball, Wolverine, Nightcrawler and Rachel Summers. For a man who had crossed a century to warn the X-Men about his timeline, wearing the same initials in the present was no small thing: the biography record notes that he openly wondered whether helping to found this X.S.E. was a step toward preventing his nightmare future or a step toward building it.

The work was real police business rather than mansion defense, including a trip to England where the Fury ambushed Bishop, Cannonball and Marvel Girl. Once M-Day shrank the mutant population to a remnant, a worldwide mutant police force lost its brief, and the X.S.E. drifted into the orbit of the government agency O.N.E. instead.

Why It's Obscure

He escaped a future run by the X.S.E., came home, and helped found it — then had to ask which side of causality he was on.

Earth-1191
The original X.S.E. — In Bishop's future, Xavier's Security Enforcers were the law that survived the camps, and its officers were the legends he measured himself against.
2004
Storm cuts the deal — Rather than wait for governments to police mutants badly, Storm offered them a sanctioned team of X-Men with badges, jurisdiction and United Nations recognition.
The loop
Prevent it or build it? — Bishop himself questioned whether a present-day X.S.E. was the first safeguard against his future or the first brick in its foundation.
After M-Day
A force without a beat — Decimation left too few mutants to justify a global squad, and its members slid toward O.N.E., the agency built for the emergency that replaced it.
